I've been handling Inigo pretty much the same way -- I left the identity of his father vague so as to not present castmates and whoever else with the obligation of going with what I want to go (and also because it allows for a greater variety of icons, hah!). But, personally, I'd go with them not being siblings? It's easier for me to write him as a shameless flirt around second-generation castmates; and in the 0.0000099% possibility that an Olivia shows up, I don't want her mun to feel she has to go with Chrom. That said, if you'd prefer them as siblings, that's fine. I'm pretty flexible.
